It has been confirmed that this incident is related to a scheduled maintenance for MTS Russia. The MTS network in Russia is conducting an emergency maintenance which started on 20 April 2022 at 00:00 PDT until 24 April 2022 at 08:00 PDT. During the maintenance window, there could be intermittent delays delivering SMS to and from MTS Russia handsets.
