Incorrect Toll-Free SMS Billing

From March 1st to March 23rd, Toll-Free SMS that was sent from a Messaging Service that was registered for US A2P 10DLC was incorrectly flagged as long code traffic in our billing system leading us to bill it incorrectly.

Upon discovery of the incident, Twilio took steps to calculate the discrepancies and posted credits to all affected accounts.
